Case Number:ZON2007-00078 Case Status: Date Received:9/21/2007
Description:WSDOT Temporary Public Park and Ride located at the Fred Hill Materials' Shine Pit consisting of approximately 12.2 acres of gravel parking area and 2.1 acres of paved access road. The park and ride will operate during May/June 2009 when the Hood Canal Bridge is scheduled for closure. The park and ride area will be leased from August 1, 2008 - September 30, 2009. Construction of the park and ride may occur as early as spring 2008. Individuals using the park and ride will be shuttled to a temporary water shuttle at South Point that provides service to Kitsap County. The park and ride will be accessed via Rock-to-Go Road and an existing on-site access road. Impervious asphalt surfaces have been minimized to include only the shuttle bus turnaround area, ADA parking and a portion of the access road. The parking area will be compacted gravel. Stormwater from the park and ride asphalt and gravel areas will be directed to a spill containment oil-water separator and will be conveyed to existing process water settling ponds for water quality treatment. These existing settling ponds are not a requirement of the existing permit, but have been constructed to provide additional settling prior to infiltration of existing stormwater. Two of the four settling ponds will be dedicated to water quality treatment for impervious surfaces related to the park and ride area. Stormwater will then be infiltrated to groundwater at the existing infiltration area to the north end of the site consistent with the existing stormwater permit. Stormwater will be directed to the existing process water settling ponds for water quality treatment prior to entering the site's existing stormwater infiltration area. All asphalt and gravel will be removed after the bridge is re-opened. The site will be replanted and reclaimed per WDNR standards. Date Issued:3/5/2008

Title: F-CONDITIONAL USE CRITERIA
Wording Approval criteria for all conditional uses per Jefferson County Code 18.40.530: (1)The county may approve or approve with modifications an application for a conditional use permit (i.e., uses listed in Table 3-1 in JCC 18.15.040 as "C(a)," "C(d)" or "C") if all of the following criteria are satisfied: (a) The conditional use is harmonious and appropriate in design, character and appearance with the existing or intended character and quality of development in the vicinity of the subject property and with the physical characteristics of the subject property. Staff comment: The temporary park and ride is surrounded by Pope Resources' commercial forest land to the north, south, east and west. The property owned by Pope to the north and east is leased by Fred Hill Materials for their existing mining operations. The proposed location for the temporary park and ride was chosen to avoid interaction with the active mining operations. The temporary park and ride will be accessed via Rock-to-go Road and an existing on-site access road. (b) The conditional use will be served by adequate infrastructure including roads, fire protection, water, wastewater disposal, and stormwater control. Staff comment: The temporary park and ride will be accessed via Rock-to-go Road and an existing on-site access road. Impervious asphalt surfaces have been minimized to include only the shuttle bus turnaround area, ADA parking and a portion of the access road. The parking area will be compacted gravel. Stormwater from the temporary park and ride asphalt and gravel areas will be directed to a spill containment oil-water separator and will be conveyed to existing process water settling ponds for water quality treatment. These existing settling ponds are not a requirement of the existing permit, but have been constructed to provide additional settling prior to infiltration of existing stormwater. Two of the four settling ponds will be dedicated to water quality treatment for impervious surfaces related to the park and ride area. Stormwater will then be infiltrated to groundwater at the existing infiltration area at the north end of the site consistent with the existing stormwater permit. Stormwater will be directed to the existing process water settling ponds for water quality treatment prior to entering the site's existing stormwater infiltration area. The site will be replanted and reclaimed per WDNR standards. Sani-cans will be provided on-site near the shuttle waiting area. Lighting will be provided via a portable generator. All infrastructure will be temporary in nature and will be removed after the bridge re-opens. (c) The conditional use will not be materially detrimental to uses or property in the vicinity of the subject parcel. Staff comment: As stated above, the temporary park and ride will consist of approximately 14.3 acres and is located on a parcel that currently has a mining operation and timber-growing operations. The closest private parcel is located approximately half a mile to the west of the existing Shine Pit permit boundary and all other parcels are approximately one and one half miles or greater from the active mining area. The temporary park and ride will be removed after the Hood Canal Bridge re-opens and the area will be reclaimed per WDNR standards. The temporary park and ride is expected to operate for about 6 week (May-June 2009) while the Hood Canal Bridge is being repaired. (d) The conditional use will not introduce noise, smoke, dust, fumes, vibrations, odors, or other conditions or which unreasonably impact existing uses in the vicinity of the subject parcel. Staff comment: The temporary park and ride will generate minimal noise from cars and shuttle busses. A generator unit will be utilized for lighting. Outdoor lighting will be installed throughout the temporary park and ride. Outdoor lighting will be noticed mainly at night and will be hooded or shielded to reduce
