Title: TF-Noise

In the event the applicant adds an emergency generator in the future, the applicant shall notify Jefferson County and provide noise generation data for the installed generator. All noise emitting equipment that cannot in any way operate below the maximum permitted noise level shall be housed in a sound-attenuating structure, unless otherwise stipulated in the project approval. The applicant may be required to submit sound attenuation plans for review and approval by the department.

Title: TF-Signs
Wording Signs, symbols, flags, banners or other devices shall not be attached to or painted or inscribed upon any tower or antenna. A telephone number and person to call for information or in the event of an emergency shall be posted at the site.

Maintenance shall include, but not be limited to, such items as painting, structural repair, repair of equipment and maintenance of landscaping.

Title: TF-Building Permit
Wording The type "1" land use permit for this facility shall automatically expire and become void if the applicant fails to obtain a building permit within one year of the effective date of the land use permit. The Director may extend the permit for a period of one year, provided that the applicant files a written request for extension not less than 60 days prior to the expiration that specifies good cause for the extension.

Title: TF-Expenses
Wording The applicant shall be responsible for all direct and indirect expenses incurred related to review and compliance with conditions of approval. All fees shall be as authorized by County Ordinance.

Title: TF-Emergency Response
Wording Prior to operation of the telecommunication facilities, the applicant shall document that the system has been integrated into the County's Emergency Response System as required by Section 18.42.050. The applicant shall officially certify that they have the capacity to meet FCC mandate that all the industry must be able to locate a wireless telephone when it dials 911.

BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems.

Case Findings
Below is a list of findings for this permit case. Findings typically record facts that the staff are using as the basis of their permit processing decisions.
Title: F-No ESAs Found
Wording The application was reviewed by the Jefferson County Department of Community Development for the presence of Environmentally Sensitive Areas (ESAs). The Department conducted a review and has concluded that the project site within the property DOES NOT contain Environmentally Sensitive Areas. However, future proposals will be subject to a new ESA review and conditions may be added if new ESAs are found on the property.

Title: F-SEPA Exempt
Wording Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-800-11-800(2)(E).

Title: F-FPA MORATORIUM FINDING
Wording The property owner (Pope Resources) applied for a FPA, which was denied by DNR because the application did not ensure compliance with the Endangered Species Act or other Federal, State or local laws. After the denial, DNR filed a Notice or Moratorium, which was recorded with the County Auditor's office. The County Prosecuting Attorney's Office determined that the denial of the FPA by DNR nullified the moratorium filed with the County. The moratorium has no effect on the issuance of County required permits to colocate an antenna on this existing tower.
