F-NATURE OF PROPOSAL
Wording
| | |
Because this structure was established prior to the adoption of the UDC it is exempt from review of Environmentally Sensitive Areas under Section 3.6.4(g) of the Jefferson County Unified Development Code.
Activities located landward of the OHWM are primarily to enhance the shoreline area. No trees would be removed as part of this proposal so impacts to eagle & owl habitat are not applicable for this proposal.
Activities related below the OHWM are addressed by this permit, a HPA required from WDFW, and Section 10 & 404 Permits required from the the Corp of Engineers. The mitigation included as part of this proposal is found in the shoreline section of this permit.

F-SMMP EXEMPTION
Wording
| | |
This permit addresses shoreline permits from Jefferson County Department of Community Development.
The Washington State Department of Fish & Wildlife (WDFW) Point Whitney Boat ramp was establish prior to the 1960's. This facility is located in an area designated Aquatic & Conservancy by the Jefferson County Shoreline Management Master Program (SMMP).
The current boat ramp is 10 feet wide by 110 feet long and is 14 inches think. The proposed boat ramp would be 12 feet wide by 134 feet long by 6 inches thick. The purpose of the replacement of the boat ramp is to repair the aging boat ramp, provide safer conditions when boaters are backing up, and to allow boats to launch during lower tides. Allowing boaters to launch during lower tides would provide the general public greater access to the Shorelines such as Dabob Bay. The proposal would also improve the existing conditions by extending the ramp into areas where prop scouring is eroding the tidal areas and by reducing the thickness of the boat ramp would minimize the impact of the boat ramp on littoral drift in the area.
This proposal will require a HPA from WDFW and a Section 10 & 404 permits from the Corp of Engineers. The applicant has been working with WDFW and the Corp of Engineers to ensure that the proposal will not impact fish or their habitat. To mitigate for the lose of habitat that the additional two foot in width and 24 feet in length the applicant is proposing the following mitigation.
The removing rip rap, concrete, and asphalt and replacing it with large woody debris above the high tide line (MHHW) for an approximately 130 foot area located southeast boat ramp. In addition, 1,554 sq. ft of tideland from elevation 12 down to minus 2 or to eelgrass whichever is higher, will be enhanced by the removal of all angular rock 4 inches or larger. The proposal will also remove rock and non-native vegetation from a 900 sq. ft area and replace it with native trees and shrubs. Finally, the proposal is planning on performing off-site mitigation in the form of removal of oyster shells and long lines from an approximate 1,200 sq. ft of eel grass areas in Quilcene Bay. The purpose of the mitigation is to ensure that there is no net loss to fish & wildlife habitat from the proposal. The design nature of the proposal to enhance the public access to the Shoreline and mitigation measures included as part of the proposal were factored into the decision of the shoreline process for the proposal.
This project repair/replacement of the existing boat ramp to a similar condition that existed prior to the damage from the tidal action & the elements have had on the facility. Therefore, the proposed repair/replacement activity for WDFW Point Whitney boat ramp facility in Dabob Bay is exempt under Section 3.402(6) County Shoreline Management Master Plan (SMMP), which is normal repair and maintenance. The processing of a shoreline exemption still requires compliance with the SMMP.

F-Stormwater
Wording
| | |
The applicant is proposing to create or add less than 2,000 square feet of impervious surface and less than 7,000 square feet of land disturbing activities. New impervious would be about 500 sq. ft of new concrete boat ramps and the removal of rock from the beach & inter-tidal area would reduce impervious surface. The removal of rip rap, concrete, and asphalt & replacement with large woody debris and trees & shrubs is not considered land disturbing activity. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Stormwater Plan for a Small Project, which are Construction Best Management Practices (attached).
