Case Number: Search Help

Case Number:SDP2002-00014 Case Status:Finaled Date Received:3/22/2002
Description:Nolan Creek Bridge Replacement located on SR 101. The project includes construction of a new bridge over Nolan Creek, removal of the existing bridge, and realignment of the highway in the vicinity of the bridge. The new alignment will situate the bridge east of the current alignment. The scope of work includes excavation and embankment, surfacing placement, asphalt concrete, new guardrail, landscaping the slopes, and installing large woody debris. A new bridge will be constructed with a longer span than the existing bridge. The existing bridge will not be removed until after the new one is constructed, allowing traffic to use the old alignment during construction. The new bridge will completely span the creek, with no in-water piers. Removal of the old bridge will require some work within the high water level of Nolan Creek. Large excavators will be used to remove riprap that currently is protecting the existing bridge from scour. Voids created by removal will be partially filled with a gravel backfill. Heavy equipment will be utilized to construct both the temporary diversion/bypass structure and the installation of engineered log jams. In addition, temporary falsework on streambed gravel (dry, but within OHWL) will be necessary for girder installation. A Wetland Biology Report and Environmental Mitigation Plan have been submitted in conjunction with the application. The Washington Department of Transportation prepared the State Environmental Policy Act (SEPA) checklist and issued a Determination of Non-Significance (DNS). The comment period expired on December 29, 2000. In accordance with WAC 197-11-600(4)(c) an addendum to the DNS has been prepared to address the potential impacts to an existing wetland. The application may be subject to the following permitting. - Shoreline Conditional Use Permit - Jefferson County Unified Development Code - Hydraulic Project Approval from the Department of Fish and Wildlife - National Marine Fisheries Service - Washington State Department of Ecology - U.S. Army Corps of Engineers Date Issued:8/27/2002
