Case Number  SDP2018-00009
Description  SHORELINE EXEMPTION - for Olympia oyster habitat restoration work. The purpose of the project is to expand the Discovery Bay Olympia oyster population by increasing amount of suitable substrate near the current population. Filter-feeding bi-values such as Olympia oysters feed on phytoplankton by filtering large volumes of water thereby improving water quality, removing pollutants and nutrients from the water column, and maintaining the water clarity necessary for eelgrass and kelp growth. Bags of clean cultch (mass of stones, broken shells, and grit of which an oyster bed is formed) will be delivered to a nearby upland staging are off Highway 101 and moved to the beach by wheelbarrow along an existing trail. Bags will be hand carried to the waterline during a low tide to target areas marked with wire flags, and be cut open and shell distributed by hand. This project requires State SEPA review, a Hydraulic Project Approval from the Department of Fish & Wildlife, and a Section 401 Water Quality Certification from the Department of Ecology.

Case Number  SDP2010-00048
Description  DOSEWALLIPS STATE PARKS WASTE WATER SYSTEM - The Washington State Parks & Recreation Commission plans to replace the existing wastewater treatment system as part of the State of Washington Clean Water Initiative. Waste water at the Dosewallips State Park is currently treated in eleven septic tank/drainfield systems. Much of the Park is within a floodplain and subject to seasonally high groundwater. Subsequently, Hood Canal water quality may be negatively impacted. The initial construction will include an on-site collection system at the Park, conveyance through subsurface pipe and construction of a treatment/disposal system on the 20 acre former Jorgensen property on Church Road. The treatment system will utilize waste water treatment processes capable of producing "Class A" reusable water. The selected system will have little or no odor and noise. The treatment facility will be enclosed within a walled and roofed structure to further reduce any potential for noise and odor impacts. Given the size and current heavily forested condition of the property, it is anticipated that adjacent property owners will not be subjected to any visual, noise or odor impacts. The treatment facility property is currently zoned Rural Residential 1:5 and it is anticipated that the facility will have less impact on noise, odor, existing vegetation and traffic than if it was developed into five acre residential parcels. This project requires a Type III Shoreline Substantial Development Permit for a Conditional Use Permit for a utility in a Conservancy Shoreline Designation, a Type II Conditional Administrative "C(a)" Use Permit for a Minor Utility in the Parks & Recreation and Rural Village Center zones, and a Type II Conditional Discretionary "C(d)" Use Permit for a wastewater treatment facility in a Rural Residential Zone. These permits will be processed under the Optional Consolidated Permit Processing provisions in JCC 18.40.030(2), requiring a Hearing Examiner's Decision. A final SEPA determination issued by State Parks acting as lead agency, a Hydraulic Project Approval issued by Fish & Wildlife, and final shoreline approval by the Department of Ecology are also required. A public hearing will be scheduled and noticed after the end of the 30 day shoreline comment period.

Case Number  SDP2009-00020
Description  Water line connection between Indian Island and the Marrowstone Island Water System. This project permit originally approved on April 6, 2010 to be amended to include additional water line running from the SR116 causeway to the Portage Canal Bridge (milepost 2.93 to 4.57). The original proposal was for installation of a four inch HDPE water line within the right-of-way of the State Route 116 Causeway (elevated earthen roadway) that connects the southern end of Indian Island to Marrowstone Island. The project will utilize Horizontal Directional Drilling (HDD) to pass the line underneath the Causeway culverts. The new water line will provide better hydraulics for the system as well as create a "loop" for the Marrowstone water system and act as a supply backup for that system should the existing supply line from Northern Indian Island fail. The proposal requires State Environmental Policy Act (SEPA) review, approval from the State Departments of Transportation and Fish & Wildlife, as well as a Type III Shoreline Substantial Development Conditional Use permit from Jefferson County which requires public notice and a public hearing.

Description  To repair a destabilized bank at the southern abutment of Fulton Creek Bridge. High water events and tidal action have eroded the fill supporting the south bridge abutment, causing destabilization and undercutting of the embankment and erosion of the SR 101 shoulder up to the traveled roadway. Project work will entail removal of existing concrete grout sacks used as armament on the south bank of Fulton Creek at an equal distance both east and west of the bridge span and under the bridge abutments, construction of a rock toe along 100 feet of scoured steam bank, construction of a rock buttress above the rock toe, and incorporation of largely woody debris along the scoured steam bank. Work will occur within the wetted perimeter of Fulton Creek at low tide cycles during the open work window designated by WDFW. The project is expected to result in long term improvement to Fulton Creek baseline conditions for water quality and stream bank conditions.

Description  Nolan Creek Bridge Replacement located on SR 101. The project includes construction of a new bridge over Nolan Creek, removal of the existing bridge, and realignment of the highway in the vicinity of the bridge. The new alignment will situate the bridge east of the current alignment. The scope of work includes excavation and embankment, surfacing placement, asphalt concrete, new guardrail, landscaping the slopes, and installing large woody debris. A new bridge will be constructed with a longer span than the existing bridge. The existing bridge will not be removed until after the new one is constructed, allowing traffic to use the old alignment during construction. The new bridge will completely span the creek, with no in-water piers. Removal of the old bridge will require some work within the high water level of Nolan Creek. Large excavators will be used to remove riprap that currently is protecting the existing bridge from scour. Voids created by removal will be partially filled with a gravel backfill. Heavy equipment will be utilized to construct both the temporary diversion/bypass structure and the installation of engineered log jams. In addition, temporary falsework on streambed gravel (dry, but within OHWL) will be necessary for girder installation. A Wetland Biology Report and Environmental Mitigation Plan have been submitted in conjunction with the application. The Washington Department of Transportation prepared the State Environmental Policy Act (SEPA) checklist and issued a Determination of Non-Significance (DNS). The comment period expired on December 29, 2000. In accordance with WAC 197-11-600(4)(c) an addendum to the DNS has been prepared to address the potential impacts to an existing wetland. The application may be subject to the following permitting. - Shoreline Conditional Use Permit - Jefferson County Unified Development Code - Hydraulic Project Approval from the Department of Fish and Wildlife - National Marine Fisheries Service - Washington State Department of Ecology - U.S. Army Corps of Engineers

Case Number  SDP2001-00004
Description  This three stage project has been initiated as a result of seasonal flooding that occurs over this section of highway. Stage one construction, which was completed in September 1995, raised the roadway from 0 to 4 feet. Since then, the highway has sunk as much as four feet. In stage two, we are proposing to raise the elevation of the road 0 to 4 feet again. This will require removal and resetting of the existing guardrail, and installing a culvert. The culvert installed under Stage 1 will remain in place. The fill will be placed within the same footprint as the previous fill. 1) The proposal is consistent with the Exemptions Section 3.402(6) of the Jefferson-Port Townsend Shoreline Management Master Program. 2) The original fill of the road bed was done under Corps of Engineers Nationwide Permit 23 (ref. #95-4-00107). Off-site mitigation was also done at that time. As the fill was placed on top of the previously permitted fill and no additional diversion will be needed, the Army Corps of Engineers representative has stated that no additional permit will be required. 3) The Department of Transportation issued a SEPA decision on April 7, 1995.
