Title: Bld Storage of inflammable liquid
Wording The storage and handling of inflammable liquids, liquified petroleum, gases and explosives shall comply with rules and regulations falling under the jurisdiction of the fire marshal, the laws of the state and other local ordinances. Bulk storage of inflammable liquids below ground shall be located no closer to the property line than the greatest dimension (diameter, length, or height) of the tank.

Title: Bld Outside Storage
Wording Commercial and industrial developments located in all zoning districts hall screen from areas frequented by the general public, all materials stored outside buildings or structures which are not for display or immediate sale. Areas frequented by the general public shall be defined as public streets and rights-of-way, and other areas normally used by the general public located adjacent to the subject property.

Title: Bld Parking Lot
Wording All parking lots shall contain 4 or more parking spaces designed and shown on the plot plan with the following elements: a) proposed and existing structures, b) traffic circulation, c) adjoining streets, d) drainage, e) lighting, f) landscaping, g) fencing h) screening. Upon submittal of the phases the applicant shall also submit plans regarding drainage, lighting landscaping, fencing, stormwater and screening.

Title: Bld Access design
Wording All ingress/egress to a parking lot containing 4 or more parking spaces shall be developed so vehicles entering and leaving the parking lot are traveling in a forward motion.

Title: Bld Security/hooded lights
Wording Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way.

Title: Bld Exterior height lights
Wording Exterior lighting for commercial and industrial uses shall not exceed thirty feet (30') in height from the finished grade. Exterior lighting for residential uses shall not exceed twenty feet (20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged.

Wording Exterior flashing, moving, or blinking lighting is prohibited, except as required by local, state, or federal standards.

Wording Where lighted signs are permitted, such illuminated devices shall be shaded and directed so as not to provide glare toward any adjacent properties.

Wording The proposal is adjacent to Water Street and Lower Hadlock Road. Both are classified as Local Access Roads, which require a minimum 20-foot setback.

Wording The building height is not to exceed 70 feet.

Title: Bld lot coverage
Wording The newly created Urban Commercial Zoning District does not place a cap on allowed lot coverage. The proposal shall adhere to all of the bulk and dimensional requirements. In addition, stormwater management and septic drainfield area will also place limitations on the maximum allowable area.

Title: SEPA ONLY
Wording This permit includes a review for consistency and SEPA. It provides approval to construct up to 30,000 square feet of additional structures in support of the existing school. The project is a three-phased proposal and all permits (i.e. building, septic, shoreline) shall be submitted and approved prior to commencing any development activity, unless determined exempt.

Title: PUBLIC WATER/UGA
Wording The proposal is located within the Port Hadlock/Irondale UGA. The zoning is designated Urban Commercial and will be served by public water. All bulk and dimensional requirements are stipulated through the provisions outlined for the newly created Urban Commercial zoning district.

Title: RAP APPROVAL
Wording The proposal has been reviewed and received approval for road approaches (permit#s RAP04-00045 & 04-00047).

Title: F-Confirmed ESAs
Wording The application was reviewed by the Jefferson County Department of Community Development staff on 4/26/04 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Shoreline (Urban & Conservancy), Stream (Type 5), Landslide Hazard I, Seismic Hazard Area, Susceptible Aquifer Recharge Area, and Coastal SIPZ.

Title: F-Aquifer Recharge Area
Wording Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County.

Title: F-Susc. Aquifer Recharge Area
Wording Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers.

Title: F-SIPZ
Wording Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drilled on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer.

Title: F-Coastal SIPZ
Wording The parcel is located within a coastal SIPZ (seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion Policy (Resolution 44-22, effective September 23, 2002) that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet.

Title: F-Stormwater
Wording The applicant is proposing a three-phased development which is comprised of a school, associated parking facilities and potential student housing. The appropriate stormwater submittals are required at the time of the proposed development.

Title: F-DNS Issued
Wording Reviewed under the State Environmental Policy Act (SEPA) by Jefferson County acting as lead agency. A Determination of Non-Significance (DNS) issued on September 2, 2004. The City of Port Townsend submitted comments concerning a public access trail from the upper bench to the lower waterfront area. The school will provide a trail which allows pedestrian access.

Title: F-Site Plan Changes
Wording The site plan was originally submitted with the Conditional Use Permit application on April 14, 2004. The UGA was adopted prior to scheduling a hearing for this application. The zoning for the property subsequently changed, which allows for a school to be established on the property. SEPA review has already been completed for the proposed school which will potentially include 30,000 of buildings for school operations and support facilities. Any modifications, changes, and/or additions to the stamped, approved site plan dated September 29, 2004 shall be resubmitted for review and approval by Jefferson County Department of Community Development.
