Description | | The proposal is to install a cable tram for beach access from a 60 foot high shoreline bluff. A Geotechnical Report has been submitted with this proposal and is available for review at the Jefferson County Department of Community Development (DCD) office. There would be a 6' by 24' deck at the top of the bluff and a 10' by 20' boat storage and landing deck on the beach. The boat storage and landing deck on the beach would be located waterward of the Ordinary High Water Mark (OHWM), but landward of the Mean Higher High Water (MHHW). Because the structure is located waterward of the OHWM it requires a SEPA checklist.
This notice includes the Final Threshold Determination that a Determination of Non-Significance (DNS) has been issue. The optional DNS process of WAC 197-11-355 is being used. The deadline for parties of record to appeal the Final Threshold Determination is 4 p.m. on May 11, 2005. The specifications for appeals are outlined by Section 8.5.1(e) of the UDC, and require a $622 appeal fee. If an appeal of the Final Threshold Determination is received, it will be incorporated into the Hearing Examiners open record hearing for this proposal.
DCD is reviewing this tram through a Shoreline Conditional Use and Substantial Development Permit. A Hydraulic Project Approval (HPA) will be required by the WA State Department of Fish & Wildlife.
