Title: F-PUBLIC WORKS FINDING 2
Wording The 38 acres site has approximately 58,684 square feet of existing impervious hard surface, and 7,412 square feet of building roof area. The playground and pedestrian walkway development proposal calls for 7,029 square feet of new plus replaced hard surfaces. This is a large project, and is subject to meeting all nine (9) Minimum Requirements (MR) of the 2019 SWMMWW.

Title: F-PW FINDING 3
Wording The playground site conditions were characterized by Public Works with four soil test pits in the playground area, with coarse sand (varying from medium sand to gravel), free of restrictive layer ranging from 16 to 60 inches. The existing terrain is level, with minimal grading proposed. Existing stormwater is managed with infiltration and sheet flow dispersion.

Title: F-PW FINDING 4
Wording The Plan proposes to meet requirements of the 2019 SWMMWW by implementing a stormwater pollution prevention plan during construction, and a permanent stormwater system consisting of BMP T5.13 Post-Construction Soil Quality and Depth in the landscaped areas. Additionally, there will be two new catch basin area drains conveyed to existing infiltration, and three new catch basins connecting to new playground underdrain, and a new French drain, all conveyed to an existing closed depression west of the proposed playground.

Title: F-PW FINDING 5
Wording The project includes clearing, grading and/or excavation that results in the disturbance of less than 1 acre. Per the application it does not appear as though discharge of stormwater to waters of the State (as defined by WA State Department of Ecology) will occur.

Title: F-MORATORIUM DOES NOT APPLY
Wording On 8/18/2020, a Forest Practice Application (FPA) was approved by Department of Natural Resources (DNR) that included this parcel, resulting in a development moratorium. Further research of FPA2616600 shows the harvest area to be the portion of the parcel to the west of Rhody Drive, otherwise known as Chimacum Park Campground, the JUMP playground improvement is out of the moratorium area and is not subject to the development restrictions.
