Buffer Condition. The area within a required shoreline buffer shall be kept in a sufficiently vegetated condition so as to ensure it protects and maintains the existing ecological functions. Existing native vegetation shall be retained, and restoration with native species is required.
Prescriptive tree management specifications are found in the report Shoreline Tree Pruning Request, dated September 9, 2019, Appendix B. 10 trees are approved for removal and 40 trees approved for trimming as follows:
Area C19-1: 15 trees--all pruned.
Area C19-2: 10 trees--7 pruned & 3 removed
Area C19-3: 7 trees--2 pruned & 5 removed
Area C19-4: 9 trees--8 pruned, 1 cut as habitat tree
Area C19-5: 6 trees--6 pruned
Area C19-6: 3 trees--2 pruned, 1 removed.
Prescriptions in the 9/9/2019 Shoreline Tree Pruning Request, Appendix B shall be followed with the noted exceptions:
Recommendations 1-3 for Tree Removal and Slope Stability Maintenance, Geotechnical Evaluation of Proposed Tree Actions, Crescent Environmental, p. 9 shall be followed as written, with added emphasis to revegetating bare ground in Recommendation 3, in response to Wildlife Biological Recommendations, Habitat Management Plan, noting potential areas of bare ground at tree removal locations:
Recommendation 3. ANY BARE GROUND on slopes where tree removals take place shall be revegetated in the first planting season following removal using native vegetation, as provided in Appendix A: "Native Plant Species for Maintaining Slope Stability", Crescent Environmental, p. 24. Also, for every tree removed, at least two trees of similar species shall be planted and monitored for survivial for three years.
Specific Recommendations of Peninsula Environmental Group (PEG) Report, Section 8, numbers 1) through 10) shall be followed but with these exceptions or additions:
Exception to Recommendation 4): If thoroughfare or tree actions expose patches of bare soil without canopy cover, restore with native cover by providing native shrub plantings as needed to restore bare soil. Native plantings may be selected from Crescent Environmental's native plant list in Appendix A: Native Plant Species for Maintaining Slope Stability. Native shrubs may also be selected from the PEG Habitat Management Plan Table 4.3.1 Observed Plant Communities, "Shrubs".
Exception to Recommendation 9), regarding which trees to plant & adding native shrubs for mitigation. All tree removals shall be mitigated through the installation of two new NATIVE trees planted within 6 feet of the removed stump. Do NOT use the recommendations of incense cedar (Calodedrus decurrens) which is out of its normal distributional range, or the non-native cultivar Excelsa Red Cedar (Thuja plicata "Excelsa"). Applicant shall follow recommendations from Crescent Environmental, p. 9, Recommendation #3: For every tree removed at least two native trees of similar species shall be planted on monitored for survival for three years. Examples of similar native tree species to use can be found in the Habitat Management Plan at p. 5 of 25, Table 4.3.1 Observed Plant Communities, "Trees" section (also found in report Shoreline Tree Pruning Request, p. 6 of 19, Table 5.2.1 Observed Plant Communities, "Trees" section. Or an appropriate native tree can be selected from the native tree list in the Geotechnical Evaluation, Appendix A: "Native Plant Species for Maintaining Slope Stability", p. 24, table "Middle Strata: Shrubs and Small Trees". Replacement trees shall be selected by their site-specific applicability to hydrology, erosion control value, and their adaptation to relative slope stability conditions.
Second exception to Recommendation 9) is to restore any bare ground by providing native shrub plantings as needed to restore bare soil. These may be selected from native shrubs in Crescent Environmental's native plant list in Appendix A: Native Plant Species for Maintaining Slope Stability. Native shrubs can also be selected from the PEG Habitat Management Plan Table 4.3.1 Observed Plant Communities, "Shrubs".

A Geotechnical Evaluation by Crescent Environmental PLLC dated May 31, 2019, was submitted in conjunction with this application. The report addresses Kala Point Owners Association tree management & tree removal proposals and provides recommendations with regard to management, revegetation goals, and slope stability of the identified geologic hazard areas. Recommendations regarding tree treatments are addressed at pp. 6-9. Appendix A: Native Plant Species for Maintaining Slope Stability shall be referenced for appropriate shrubs and small trees for revegetation where required. These recommendations are largely incorporated with additional recommendations within two special reports submitted by Peninsula Environmental Group, Inc.--Habitat Management Plan and Shoreline Tree Pruning Request. Detailed conditions are provided in the Permit Conditions portion of this permit.
