Title: STUMP CLEARING
Wording Retained trees, understory and stumps shall not be cleared

Title: 18.22 COMPLIANCE
Wording All shoreline use and development, including preferred uses and uses exempt from permit requirements, shall comply with the buffer provisions of this program and Chapter 18.22 JCC to protect and maintain shoreline vegetation.

Title: APPROVAL FOR REMOVING HAZARD TREE

Title: F-FEMA
Wording The portion of the proposal will be located in Dosewallips River, in an area that is mapped on the Federal Emergency Management Agency Flood Insurance Rate Map (panel 530069 1235 B) as Zone A. In accordance with Model Ordinance 7.1 the removal of hazard trees and replacement of non-native vegetation with native vegetation is not subject to the requirement for a flood development permit.

Title: F-ARBORIST REPORT
Wording An arborist report was submitted July 15, 2016 recommending that the trees are a hazard to public safety. The report recommends which trees to be removed and pruned.

Title: F-REPLANTING
Wording The proposal includes replanting a 1:1 ratio of native trees: three Sitka spruce and two grand fir trees. The location and species proposed for planting were chosen to offer the most benefit to the environment along the shoreline of Twana Creek, which will further enhance recent restoration of the creek.

Title: F-LOGS LEFT IN PLACE
Wording The proposal will fell five trees and retain the logs left in place for habitat.

Title: F-REPLANTING IS CA EXEMPT
Wording Replanting within the Fish and Wildlife Habitat Conservation Area is exempt from JCC 18.22.070(17).

Title: F-EXISTING DEVELOPMENT
Wording The park development and use currently exists on the property. Per JCC 18.25.310(2)(h), vegetation conservation standards shall not apply retroactively to existing uses and developments, although property owners are strongly encouraged to voluntarily improve shoreline vegetation conditions over the long term.

Title: F-Confirmed ESAs

After an initial Geographic Information Systems mapping review and an investigative site inspection, the following Critical Areas were confirmed to be present on the subject property: intermediate, unstable, and modified shoreline slope stability, Type F and NF streams (Fish and Wildlife Habitat Conservation Area), wetlands, seismic, slight landslide hazard area, FEMA 100-year floodplain special flood hazard area, susceptible aquifer recharge area, coastal seawater intrusion protection zone, high risk, moderate risk and disconnected channel migration zone.
