Title: F-SEPA REVIEW
Wording Summary of Significant Environmental Comments: EARTH: The proposal includes more than one acre of land disturbing activity and more than 5,000 square feet of impervious surface. The applicant has submitted a preliminary drainage plan that proposes temporary erosion and sedimentation control measures and stormwater treatment and detention. The proposal is subject to the requirements of Unified Development Code Section 6.6 Grading and 6.7 Stormwater Management Standards. The UDC requires proponents for developments that meet these criteria to implement a Stormwater Site Plan that includes a Large Parcel Erosion and Sediment Control Plan and a Permanent Stormwater Quality Control Plan. Based on the applicant's compliance with the approved Stormwater Site Plan, the Department recommends finding that the proposal is not likely to result in significant adverse impacts related to erosion. WATER: Surface: The site does not contain any surface water bodies on or near the site. No mitigation measures are proposed. Additional analysis of the proposal and its effect related to Surface Water is not necessary. Groundwater: The UDC mapping indicates that the site is located within a Susceptible aquifer recharge area, a Special Aquifer Recharge Protection Area (SARPA) & a Commercial (COMM) aquifer recharge area. The proposal does not include groundwater withdrawal on-site. The commercial expansion will rely on PUD #1 for water. Washington State Department of Ecology has approved the water system. An on-site septic system (SEP03-00276) will serve the proposed Credit Union building. Additional analysis of the proposal and its effect related to Groundwater is not necessary. No mitigation measures are proposed. Additional analysis of the proposal and its effects related to Water is not necessary. PLANTS: Existing vegetation consists of alder, maple, fir, cedar, shrubs and native grasses. The application indicates a ten-foot wide "Screen C" vegetated landscape area will be preserved or constructed along Rhody Dr, W Patison St, Holman Blvd right-of-way and Holman Rd. Planters within the site will be landscaped with low-growing shrubbery and ground cover with a central deciduous tree. No mitigation measures are proposed. Additional analysis of the proposal and its effects related to PLANTS is not necessary. ANIMALS: An ESA check was conducted and no threatened or endangered species have been identified. No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Animals is not necessary. ENVIRONMENTAL HEALTH: No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Environmental Health is not necessary. LAND/SHORELINE USE: The site is designated as General Crossroad under the Jefferson County Comprehensive Plan Land Use Map. The site is not located within a shoreline jurisdiction. Title: F-Confirmed ESAs
Wording The application was reviewed by the Jefferson County Department of Community Development staff on November 20, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). Title: F-Aquifer Recharge Area
Wording Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County.

Title: F-Susc. Aquifer Recharge Area
Wording Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers.

Title: F-Critical Aquifer Recharge Area
Wording Critical Aquifer Recharge Areas are defined as Seawater Intrusion Areas, and Special Aquifer Recharge Protection Areas and the following land uses located within Susceptible Aquifer Recharge Areas (1) All Industrial Land Uses (2) All Commercial Uses (3) All Rural Residential Land Uses requiring a Discretionary Use or Conditional Use Permit (4) All Rural Residential Land Uses with nonconforming uses that would otherwise require a Discretionary Use or Conditional Use Permit (5) Unsewered Planned Rural Residential Developments (6) Unsewered residential development with gross densities greater than one unit per acre. All of the above listed uses shall be subject to the applicable requirements and standards of the Jefferson County Unified Development Code.

Title: F-Geohazard Area

Title: F-SEPA APPEAL
Wording Appeals of Type II permit decisions must be in writing, conform with the procedures for appeal set forth in Section 8.5.1(e) and be filed within fourteen calendar days after the Notice of Decision is issued. Section 8.5.1(e): A notice of appeal shall be delivered to the Administrator by mail or by personal delivery, and must be received by 4:00 p.m. on the last business day of the appeal period, with the required appeal fee of $612.00. The name, address, and phone number of the appellant and his/her interest in the matter. iii. Appellant's statement describing standing to appeal (i.e., how he or she is affected by or interested in the decision); iv. The specific reasons why the appellant believes the decision to be wrong. The appellant shall bear the burden of proving the decision was wrong; v. The desired outcome or changes to the decision; and vi. A statement that the appellant has read the appeal and believes the contents to be true, signed by the appellant. Any notice of appeal not in full compliance with this Section shall not be considered.

Title: F-Consistent with UDC
Wording The proposal was reviewed against the site plan determination criteria of the Unified Development Code (Section 8.7). The criteria for approval is as follows: 1. The proposed site plan conforms to all applicable county, state, and federal land use, environmental and health regulations and plans, including but not limited to the following: The Jefferson County Comprehensive Plan and the provisions of the Unified Development Code. Staff comment: The application was reviewed for consistency under the provisions of the Unified Development Code, Comprehensive Plan, and Shoreline Master Program. The application was found in compliance with all ordinances pertaining to the proposed development. 2. Adequate provisions for utilities and other public services necessary to serve the needs of the proposed site plan have been demonstrated, including open spaces, drainage ways, roads, and other public ways, potable water, sewerage disposal, fire flow and other improvements. Staff comment: The parcel is approximately 4 acres in size, and the site plan as submitted complies with UDC Table 6-1: Density, Dimension and Open Space Standards. Jefferson County PUD #1 provides potable water to this parcel. An onsite septic system (SEP03-00276) will provide sewerage disposal for the Credit Union. The proposal shall comply with the most current version of the Department of Ecology Stormwater Management Manual for Western Washington for stormwater control. Stormwater, drainage ways, roads and access off W Patison St have been reviewed and approved by Jefferson County Department of Public Works. Washington State Department of Transportation gave an oral "No Comment" response regarding access. Fire Protection District #1 serves the proposal site. A copy of the proposal was sent to Fire Protection District #5 for review, and no comments were submitted. The SPAAD was not reviewed for fire flow. However, the parcel is located within a state approved water system. Jefferson County has no specific adopted fire flow requirements for utilization in permitting. Application of Coordinated Water System Plan (CWSP) fire flow requirements for individual projects is inappropriate since the primary purpose is for water system design to assure adequate pipe size, source, and storage. 3. The probable significant adverse environmental impacts of the proposed site plan, together with any practical means of mitigating adverse impacts, have been considered such that the proposal will not have an unacceptable adverse effect upon the quality of the environment, in accordance with the State Environmental Policy Act (SEPA) implementing the provisions contained within Section 8 of this Code and Chapter 43.21C RCW. Staff comment: The project was reviewed under the State Environmental Policy Act (SEPA). Refer to findings pertaining to SEPA under this permit approval. 4. Approving the proposed site plan will serve the public use and interest and adequate provision has been made for the public health, safety and general welfare. Staff comment: The proposal will not affect the public health, safety, and general welfare.
