Actual construction/preparation of the parking facility per Figure 22 of the submitted JARPA ("Fred Hill / Shine Gravel Pit Plan View - Park and Ride Facility") requires a stormwater management permit and associated land use approval. Wording In compliance with the temporary outdoor use provisions of UDC 4.38.3.e (overflow off-site parking exceeding seven days in duration or more than four times in any one calendar year), the use of a Shine Pit parking facility in conjunction with the anticipated Hood Canal Bridge repair in the year 2006 shall be for the estimated eight (8) weeks of construction in the year 2006 only. Extended use in the year 2006 as a result of construction delays is permissible without additional permits or approvals; use in another calendar year associated with Hood Canal Bridge repair requires additonal permits or approvals.
