Description:The proposal is for a Binding Site Plan application (required as a condition of approval of a Conditional Use Permit application (ZON06-00007) that was approved on June 26, 2006) for a phased development for a private, non-profit pre-kindergarten and elementary school and educational facility. The parcel will have an internal road system and is served by the Quimper public water system. The proposed development is sited on an 81-acre parcel of which 76 acres is in conservation easement recorded under AFN 497024. All development will be located within the 5-acre area outside the conservation easement. Phase I will consist of an outdoor shelter - ‘orcas’; temporary modular school building; multi-purpose building; early childhood center classroom; small animal/dairy barn (located off of the developable five acre building envelope); temporary/interim housing; and removal of an existing barn. This phase will consist of 9,000 square feet of added facilities and 1,800 square feet of removed structures. Phase II will consist of construction of retail space and intern housing, a large animal barn, a tractor and farm implements shed, a farm small tool storage building and removal of a barn. This phase will consist of 6,500 square feet of added facilities and 3,400 square feet of removed structures. Phase III will consist of construction of a permanent school building, a workshop, a produce shed, farm workshop/wood shop, and an outdoor shelter and removal of classrooms, a temporary school modular and an office building. Title: IRRIGATION WELL
Wording The existing well on site is not approved for potable water-all potable water must be provided by the Quimper Water System. The well on site is proposed for irrigation, Ecology has required that on going metering data must be submitted to validate the water right. There is no assurance that the water right on the well will be valid into the future.

Wording APPROVAL OF THIS BINDING SITE PLAN IS BASED ON DESIGN STANDARDS AND REGULATORY REQUIREMENTS IN EFFECT AT THE TIME OF THIS APPLICATION. FUTURE ONSITE SEWAGE DISPOSAL SYSTEMS SHALL MEET THE DESIGN STANDARDS AND REGULATORY REQUIREMENTS IN EFFECT AT THE TIME OF APPLICATION. ANY REMOVAL OF OR MAJOR DISTURBANCES OF SOIL WITHIN THE PROPOSED DRAINFIELD AREAS MAY CREATE SITE CONDITIONS THAT ARE UNACCEPTABLE FOR THE INSTALLATION OF SEWAGE DISPOSAL SYSTEMS.

Title: FUTURE COMPLIANCE
Wording Approval of this "Binding Site Plan" by Jefferson County Public Health is no assurance that the existing on-site septic system is adequate or suitable for future buildings or improvements. The shown proposed improvements, other buildings, future expansions or modifications, will require compliance with the current On-Site sewage code at the time of application.

Title: FUTURE SEPTIC PERMITS
Wording Any removal of or major disturbances of soil within the proposed drainfield areas may create site conditions that are unacceptable for the installation of sewage disposal systems. This could prevent future development on the property.

Title: OSS CAPACITIES
Wording Jefferson County Environmental Health's approval of this "Binding Site Plan" does not assure that the existing and proposed septic system areas will have the capacity for the actual waste water flows the proposed buildings could generate in the future. Actual waste water flows will be factored in as improvements are actually permitted in the future. Other drainfield areas or limitations on future buildings may be required.
