Description:Shoreline application to expand an existing septic system for Ajax Cafe and extend a water line to an existing shed (to be used as a business office and employee breakroom). The restaurant has views of Port Townsend Bay and associated lagoon (commercial water enjoyment use). The tanks, a portion of the transport line, and a water line will be installed in an area of the shoreline designated as high intensity and that portion of the application will be reviewed using a shoreline substantial development permitting process. The remaining portion of the transport line will be constructed in an area designated as conservancy and that portion of the application will be reviewed using the conditional (discretionary) use permitting process. The project area is functionally isolated from the shoreline by Water Street and Lower Hadlock Road. The applicants submitted a geotechnical report and an aquifer recharge area report. Case Conditions

Title: HE CONDITION
Wording The applicant shall comply with the following shoreline substantial development permit conditions from the June 4, 2018 Report and Decision by the Jefferson County Hearing Examiner: A. The applicant shall not begin any work until written authorization to proceed has been obtained from Ecology. B. Substantial progress towards completion of the project shall be performed within two years of the issuance of the permit. C. Temporary erosion control measures shall be in place prior to construction, and all applicable stormwater best management practices (BMPs), such as silt fencing, shall be used to prevent erosion. The project shall adhere to BMPs to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction. D. All development shall be constructed to comply with the 2014 Washington Department of Ecology Stormwater Management Manual for Western Washington. E. The applicant shall ensure that a professional archaeologist be onsite to monitor all ground disturbing areas within archaeologically or culturally sensitive areas. The archaeologist shall halt all work on this project if human remains or potentially significant artifacts or materials are found. F. The applicant shall ensure that a Monitoring and Inadvertent Discovery Plan is submitted and approved by Washington Department of Archaeology and Historic Preservation (DAHP) prior to beginning any ground disturbing activities. If a DAHP permit is required, the applicant shall adhere to all DAHP permit requirements. G. If any possible historic, archaeologic and/or cultural items of interest are inadvertently discovered, the applicant shall immediately stop all work on the project and shall notify Washington Department of Archaeology and Historic Preservation, Jefferson County Department of Community Development, and affected tribes. H. For any inadvertent discovery of human remains, the applicant shall stop work on the project and shall immediately contact Washington Department of Archaeology and Historic Preservation, Jefferson County Department of Community Development, and affected tribes as well as the county sheriff and coroner. I. Construction shall be in substantial compliance with the site plan submitted on December 21, 2017 as it exists now or is hereafter amended by Jefferson County and/or the Washington Department of Ecology. J. No fill or other material may be placed in the waters or intertidal areas of Jefferson County.
