The plan shall show where they are or will be located and planted and/or construction details and will clearly demonstrate how the plan will meet the performance standards required for the proposed project.

The design and construction of the driveways and parking areas shall be consistent with the requirements of the Jefferson County Zoning Code, Section 13, Off-Steet Parking and Loading Areas. Section 13.50.1 requires provisions of an all-weather surface per the standards of the Department. Prior to construction, the applicant shall provide a detailed parking area plan to the Department of Public Works for review and approval. The plan shall include a typical profile showing subgrade, base, top course, and paving. The Department's minimum standards are for suitable compacted subgrade, 6" compacted gravel base, 4" compacted crushed surfacing top course, and 2" Class B asphalt concrete or bituminous surface treatment. Deviations from these standards shall be certified as adequate by a licensed civil engineer. A set of approved plans shall be on site at all times during construction.

STORM WATER MANAGEMENT:

The proposal includes the construction of more than 5,000 square feet of impervious surface and/or more than one acre of land disturbing activity. The Jefferson County Department of Public Works has adopted the Washington Department of Ecology's Stormwater Managment Manual for the Puget Sound Basin to provide standards for avoiding impacts related to erosion, sedimendation, and stormwater runoff. Manual Section 1-2.4.1 requires proponents for developments which meet these criteria to implement a Stormwater Site Plan as per Manual Section 1-3 that applies Minimum Requirements #1-11 from Manual Sections 1-2.5 through 1-2.15. The stormwater Site Plan shall include a Large Parcel Erosion Control Plan and a permanent Stormwater Quality Control Plan. Drainage plans and supporting calculations shall also be reviewed by the Washington State Department of Transportation prior to county issuance of of any site development permit.

The Stormwater Site Plan shall specifically address source control of pollutants used and stored on the site and shall either provide for an oil/water separator prior to discharge to the treatment swale or certification by a licensed civil engineer that this device is not necessary. Due to the excessively drained soils on the site, it may be necessary to line the proposed biofilration swale in order to provide adequate treatment prior to infiltration. The plan shall also provide a maintenance schedule and for annual inspection of the stormwater management facility by an entity such as Jefferson County Public Utility District to ensure proper maintenance and functioning in the future.

Land disturbing activities means any activity that results in a change in the existing soil cover (both vegetative and nonvegetative) and/or the existing soil topography. Land disturbing activities include, but are not limited to demolition, construction, clearing, grading, filling and excavation. Prior to the commencement of any land distrubing activites on thesite, an erosion and sediment control plan shall be developed to the standards of the Washington State Department of Ecology STORM WATER MANAGEMENT MANUAL (current edition) and be submitted to the Department of Public Works for review and approval. Approved temporary erosion and sedimentation control Best Management Practice shall be employed during land disturbing activities. An approved set of plans shall be on the site during construction.
