Description:Port Townsend Paper Corporation proposes, as part of necessary operation and maintenance of the Mill's 20 year old Wastewater Treatment Facility, to replace the flow dividing curtains and dredge the Aeration Stabilization Basin (ASB). These tasks are required to stay in compliance with existing NPDES permits. The project is proposed in two phases, Phase I would consist of replacing the Flow Dividing Curtains which requires dredging, construction of a dewatering basin among other activities. Phase II is implementation of the long term maintenance plan for the Wastewater Treatment System consisting of a continuous batch cycle process of dredging the ASB, dewatering of the dredged material in the new basin, and harvesting of the dredged material for use in the most beneficial and feasible manner possible, i.e. on-site composting, composting in conjuction with the city, direct land application, land fill cap, incineration, etc., or a combination of several applications. |
