Subject parcel is mapped in the Coastal Zone Atlas of Washington as having "unstable" slopes and showing "unstable recent slides" in the near vicinity. Staff visit to site on 12/14/94 found the slope to exceed 45 degrees (estimated to be 55 degrees), well vegetated with scattered second growth Douglas firs, and a moderate shrub understory of ocean spray, snowberry and some salal. Bank look as if it had some minor amounts of debris dumped over the side at one time which has since become incorporated into the bank. However, this bank appears to be stable in its present condition and vegetative cover.

Subject plot plan shows the northeast corner of the proposed home to be 24 feet from the top of the bank. The northwest corner is shown to be 34 feet from the top of the bank. A minimum required set-back from the top of the bank of 30 feet is normally required, however due to heavy vegetative cover and the presence of large second growth trees, and the use of buffer averaging (29 feet), staff believes the minimum requirement is met.
