Case Conditions
Below is a list of conditions for this permit case. Conditions typically record requirements that the applicant must meet to be in compliance with the permit.
Title: Bld Final Zoning Approval
Wording The applicant and/or representative shall contact the Development Review Division of the Permit Center (360-379-4450) regarding a final inspection for compliance of permit conditions.

Title: Custom Case Specific Condition
Wording There is an existing onsite sewage system serving the existing home under SEP04-261. It is not adequately sized for additional residential structures. No further evaluation for an additional drainfield area has been completed in the area described on the site plan as "home site" there fore this office can not determine if the proposed activities will have any impact on this new proposed development. Any future applications for development are required to comply with onsite sewage codes and standards in effect at the time of application.

Title: Outdoor Residential Storage
Wording Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard.

Title: Unlicensed/Inoperable Vehicles
Wording Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an autormobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requriements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area.

Title: NPDES
Wording Construction activities that disturb one or more acres and discharge stormwater to waters of the state are required to seek coverage under the National Pollution Discharge Elimination System (NPDES) Construction Stormwater General permit. Failure to apply for the NPDES Construction Stormwater General permit (NPDES - CSGP) and/or discharges of turbid water into waters of the state is a violation of Washington State Water Pollution Control Act, RCW 90.48 and may result in enforcement actions including directives and/or monetary penalities. If you have any questions about whether your project requires the NPDES - CSGP or the application process, please contact Joyce Smith at 360-407-6858 or by email at josm461@ecy.wa.gov. The application can be found on the Department of Ecology's website at http//www.ecy.wa.gov/biblio/ecy02085.html.

Title: SEPA 1
Wording Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil damage aquatic habitat and are considered to be pollutants.

Title: SEPA 2
Wording Proper disposal of construction debris must be on land in such a manner that debris cannot enter the ditch, natural stormwater drainage systems or cause water quality degradation of state waters.

Title: SEPA 3
Wording Clearing limits and/or any easements or required buffers should be identified and marked in the field, prior to the start of any clearing, grading or construction. Some suggested methods are staking and flagging or high visibility fencing. All temporary erosion control systems should be designed to contain the runoff from the developed two year, 24-hour design storm without eroding.

Title: SEPA 4
Wording Provision should be made to minimize the tracking of sediment by construction vehicles onto paved public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping. Water cleaning should only be done after the area has been shoveled out or swept.

Title: SEPA 5
Wording If the alder harvest and home building activities disturb one or more acres of soil surface area, the project will require a Construction Stormwater National Pollution discharge Elimination System (NPDES) permit, before the start of any harvesting, grading or construction. The permit application form, called a Notice of Intent, is available on Ecology's website at: http//www.ecy.wa.gov/rograms/wq/stormwater/constructin/#Application. To avoid project delays, we encourage the applicant to submit a completed application form and to publish public notices more than 60 days before the planned start of the project.

Title: SEPA 6
Wording A permanent vegetative cover should be established on denuded areas at final grade if they are not otherwise permanently stabilized.

Title: Landslide Vegetative Buffer
Wording A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. The landslide hazard area and steep slope are located in the "Open Space" area. No vegetation removal is proposed in this area.

Title: Slide Buffer-Native Vegetation
Wording Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC) Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator.

Title: Do Not Disturb Buffer
Wording ALL CONSTRUCTION ACTIVITIES SHALL NOT ENCROACH UPON THE WETLAND, STREAM OR LANDSLIDE HAZARD BUFFERS. THIS INCLUDES THE STORAGE OR PREPARATION OF MATERIALS.

Title: Wetland Setback
Wording A setback of 100-feet, measured perpendicularly from the wetland edge, shall be permanently maintained as a buffer. No filling, grading, clearing, or other alteration of the wetland or its buffer is allowed.

Title: Identify Wetland Buffer
Wording A permanent physical separation along the upland boundary of the wetland buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator.

Title: Mark Wetland Buffer Drng Cnstrctn
Wording Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall contain the following statement: "Wetland & Buffer - Do Not Remove or Alter Existing Vegetation."

Title: Streamside Setback
Wording The identified Fish and Wildlife Habitat Area (Type 5 Stream), shall maintain a vegetative buffer setback of 50 feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM) to the proposed land disturbing activity.

Title: Identify Streamside Buffer
Wording A permanent physical separation along the boundary of the buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator.

Title: Mark Stream During Construction
Wording Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer - Do Not Remove or Alter Existing Vegetation."

Title: BMPs
Wording The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems.

Title: Stormwater Plan
Wording A Stormwater Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed.
