SEPA REVIEW
|
|
Wording
|
| | |
Summary of Significant Environmental Comments:
EARTH: The proposal includes approximately 174,240 square feet of land disturbing activity. The applicant has submitted a preliminary drainage plan.
The proposal is subject to the requirements of Jefferson County Code (JCC) Section 18.30.060, Grading and JCC 18.30.070, Stormwater Management Standards. The JCC requires proponents for developments that meet these criteria to implement a Stormwater Site Plan that includes a Large Parcel Erosion and Sediment Control Plan and a Permanent Stormwater Quality Control Plan.
Based on the applicant's compliance with an approved Stormwater Site Plan that was reviewed by the Jefferson County Department of Public Works, the Department recommends finding that the proposal is not likely to result in significant adverse impacts related to erosion.
WATER: Surface: County GIS maps do not identify any surface waters (wetlands, streams, marine waters) on or near the subject parcel.
Groundwater: An Environmentally Sensitive Areas (ESA) check was conducted and the site is identified as a SARPA & SUSC aquifer recharge area. At such time of permit application, the specific use will be reviewed for consistency with JCC Section 18.15.240.
Water Run-Off (including stormwater): Washington State Department of Ecology (DOE) commented on the application stating that erosion control measures must be in place prior to any clearing, grading, or construction and must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Proper disposal of construction debris must be on land in such a manner that debris cannot enter the natural stormwater drainage system or cause water quality degradation of state waters. The proposal involves clearing and grading on 4 acres (174,240 square feet). The site is described as flat to hilly, indicating that there is potential for pre-project offsite discharge of stormwater. If there is potential discharge of stormwater, a Construction Stormwater National Pollution Discharge Elimination System (NPDES) permit will be required from DOE. The permit must be obtained before any clearing or grading or land disturbing activities. The proponent is responsible for contacting DOE should the project fit the above criteria. Further information can be obtained by calling Roberta Woods of DOE at (360) 407-6269.
Based on the applicant's compliance with an approved Stormwater Site Plan, the Department recommends finding that the proposal is not likely to result in significant adverse impacts related to stormwater runoff. Additional analysis of the proposal and its effects related to Water is not necessary.
PLANTS: Existing vegetation consists of salal, wild rose, blackberry, scot's broom, cedar, fir and madrona. To implement the intent of LNG 19.0 of the Comprehensive Plan to protect the forest corridor and tree canopy in the Glen Cove area, the following mitigation is required:
CLEARING AND GRADING AND/OR LAND DISTURBING ACTIVITIES SHALL NOT ENCROACH UPON THE 30 FOOT VEGETATIVE BUFFER ADJACENT TO HIGHWAY 20. THE TREE CANAPY SHALL REMAIN IN TACT.
THE SETBACK FROM THE RIGHT-OF-WAY OF SR 20 SHALL BE 50 FEET ON EACH SIDE OF THE HIGHWAY (COMPRISED OF A 30-FOOT BUFFER AND A 20-FOOT SETBACK FROM THE BUFFER), FOR NEW DEVELOPMENT, FROM THE INTERSECTION OF OLD FORT TOWNSEND ROAD AND SR 20 TO THE INCORPORATED BOUNDARY OF THE CITY OF PORT TOWNSEND.
Additional analysis of the proposal and its effects related to Plants is not necessary.
ANIMALS: An ESA check was conducted and no threatened or endangered species have been identified. No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Animals is not necessary.
ENVIRONMENTAL HEALTH: No significant adverse environmental impacts have been identified. No mitigation measures are recommended. Additional analysis of t

F-Aquifer Recharge Area
|
|
Wording
|
| | |
Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County.
