Case Findings
Below is a list of findings for this permit case. Findings typically record facts that the staff are using as the basis of their permit processing decisions.
Title: F-ESA
Wording Because this structure was established prior to the adoption of the UDC it is exempt from review of Environmentally Sensitive Areas under Section 3.6.4(g) of the Jefferson County Unified Development Code.

Title: F-HISTORY
Wording A Substantial Development Permit for a breakwater was issued in 1978. A Substantial Development Permit for a 48 slip marina was approved in 1983. A Substantial Development Permit SDP 95-08 for an additional 62 boat slips was issued May 23, 1997. Condition of Approval Number 1 of SDP 95-08 required the review and approval of a fire suppression system by the Fire Marshall prior to the use of the expanded marina. This proposal is intended to implement this condition of approval.

Title: F-SHORELINE
Wording The portion of the project located waterward of the OHWM is designated Aquatic and the area landward of the OHWM is designated Urban by the Jefferson County Shoreline Management Master Program. This project is to install a fire suppression system to the existing marina. This would entail the attaching small pipes to the existing piers, ramps, and floats. The installation of the fire suppression system is a condition of approval for a marina expansion approved through SDP 95-08. This proposal is implementing the conditions of approval from SDP 95-08. This proposal is also considered maintenance activity for Inn at Port Hadlock Marina, and is exempt under Section 3.402(6) County Shoreline Management Master Plan (SMMP), which is normal repair and maintenance. The processing of a shoreline exemption still requires compliance with the SMMP.

Title: F-SEPA
Wording A Determination of Non-Significance (DNS) was issued for SDP 95-08 on February 27, 1996 for the marina expansion proposal, which included this required fire suppression system. Furthermore, Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3)- Normal Repair & Maintenance. Structures covered by water may be repaired and maintained provided that they are not specifically listed as non-exempted activities under WAC 197-11-800(3). The proposal is not considered dredging, a shoreline protection facility, or utility cables, dam, dike, or reservoir facility, which are all specifically not exempt under 197-11-800(3).

Title: F-Confirmed ESAs
Wording The application was reviewed by the Jefferson County Department of Community Development staff on January 6, 2006 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Issues related to marine shorelines.

Title: F-Stormwater
Wording The applicant is not proposing any additional impervious surface or land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal to comply with construction best management practices.

Title: F-Site Plan Changes
Wording The site plan as submitted with the shoreline exemption application on December 2, 2005 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated January 6, 2006 shall be resubmitted for review and approval by Jefferson County Department of Community Development.

Title: F-Approval for _____ Only
Wording This approval is for the installation of a fire suppression system only, which would be fiixed to the existing pier, ramp, and float facility. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits.
