Case Findings
Below is a list of findings for this permit case. Findings typically record facts that the staff are using as the basis of their permit processing decisions.
Title: F-STORMWATER
Wording No change in footprint or impervious surface is proposed under this application. A drywell is proposed to accommodate drainage for the hot tub. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal comply with Minimum Requirement #2 (Construction Stormwater Pollution Prevention) of the Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems.

Title: F-USE
Wording Unified Development Code Appendix D Table 1-1 identifies personal and professional services as and allowed "Yes" use.

Title: F-ACCESS
Wording Chimacum Rd is a county major collector road identified as C932507. The approach is existing, and an address of 51 Chimacum Rd has been assigned to the building.

Title: F-PARKING
Wording Per the UDC, personal and professional services and offices are required to have one space per 300 square feet of public space plus one space per employee. No less than 2% of the total number of parking spaces or a minimum or one (1) space, whichever is greater, shall be designated handicap parking and be no less than 13' 0" wide. With the facility's public space measuring approximately 1,040 SF in size and employing one person, the UDC requires a total of six (6) parking spaces of which one space is designated handicap parking for the office. The applicant has proposed two parking spaces and a handicapped ramp for the office. A total of six (6) clients are anticipated per day with an average visit of one hour per client. The Administrator has approved the reduction in the number of parking spaces to two spaces plus a handicapped parking space for a total of three parking spaces for this proposal. This reduction is allowed based on the applicant's letter dated September 3, 2004 describing proposed business activities and UDC 6.10.1.a(5). Should actual demand exceed the three spaces, additional onsite parking shall be identified and created. The applicant shall contact the Department of Community Development at (360) 379-4450 to determine and permitting requirements.

Title: F-LANDSCAPING
Wording Per UDC Appendix D, a five (5) foot visual buffer shall be provided along all street frontages between the street and on-site parking areas and a ten (10) foot visual screen shall be provided along the rear (southeastern) property line abutting the residential zoning district to minimize aesthetic impacts to residential properties. As no additional structures are proposed under this application, and the existing configuration of the site does not allow strict compliance with Appendix D, the administrator has determined the existing landscaping to be adequate as an alternative landscaping design. The existing landscaping areas in front of the building shall be continually maintained and groomed.

Title: F-SEPTIC
Wording A septic permit (SEP77-00134) for expansion/repair of the sewage disposal system was issued June 21,1977 and finaled January 29, 1992. A septic system permit (SEP02-00244) for improvements and expansion of the existing sewage system was issued November 15, 2002and finaled May 8, 2003.

Title: F-BLD
Wording A building permit (BLD92-00050) was issued for the building to change the use with minor structural and plumbing changes for the beauty shop. It was issued February 5, 1992 and finaled shortly thereafter. A change of use permit (BLD99-00069) to change AA meeting facility to reception area for a hair salon. The permit was issued February 23, 1999 and finaled February 4, 2000. A change of use permit (BLD03-00118) was finaled May 7, 2003 to change the use from a salon/office to an internet/sub shop. Associated Consistency Review was conducted under MLA03-00090.

Title: F-CP DESIGNATION
Wording The parcels are legal conforming parcels designated Urban Commercial through the Irondale & Port Hadlock Urban Growth Area Zoning Map effective August 23, 2004 as an amendment to the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998.

Title: F-Confirmed ESAs
Wording The application was reviewed by the Jefferson County Department of Community Development staff on November 5, 2004 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible plus Commercial Aquifer Recharge Area and Sea Water Intrusion Protection Area.

Title: F-Aquifer Recharge Area
Wording Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County.

Title: F-Susc. Aquifer Recharge Area
Wording Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers.

Title: F-Critical Aquifer Recharge Area
Wording Critical Aquifer Recharge Areas are defined as Seawater Intrusion Areas, and Special Aquifer Recharge Protection Areas and the following land uses located within Susceptible Aquifer Recharge Areas (1) All Industrial Land Uses (2) All Commercial Uses (3) All Rural Residential Land Uses requiring a Discretionary Use or Conditional Use Permit (4) All Rural Residential Land Uses with nonconforming uses that would otherwise require a Discretionary Use or Conditional Use Permit (5) Unsewered Planned Rural Residential Developments (6) Unsewered residential development with gross densities greater than one unit per acre. All of the above listed uses shall be subject to the applicable requirements and standards of the Jefferson County Unified Development Code.

Title: F-SIPZ
Wording Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drilled on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer.

Title: F-Coastal SIPZ
Wording The parcel is located within a coastal SIPZ (seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion Policy (Resolution 44-22, effective September 23, 2002) that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet.

Title: F-SEPA Exempt
Wording Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3).

Title: F-Site Plan Changes
Wording The site plan as submitted with the change of use application on August 27, 2004 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated November 5, 2004 shall be resubmitted for review and approval by Jefferson County Department of Community Development.

Title: F-APPROVAL FOR OFFICE ONLY
Wording This approval is for a Massage Therapy Office only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits.
