Summary of Significant Environmental Comments:
EARTH: The proposal includes less than one acre of land disturbing activity and more than 5,000 square feet of impervious surface. The Jefferson County Unified Development Code (UDC) requires proponents for developments that meet these criteria to implement a Stormwater Site Plan that includes a Small Parcel Erosion and Sediment Control Plan and a Permanent Stormwater Quality Control Plan. The proposal is not likely to result in significant adverse impacts to Earth. No mitigation measures are proposed. Additional analysis of the proposal and its effects to Earth is not necessary.
WATER:
Surface: The site does contain a Type 1 stream (Chimacum Creek) at the eastern most boundary of the parcel; east of Lot 33 & 34. The proposal will be located over 200 feet west of the creek. The proposal is limited to the boundary of the General Commercial Zone which is approximately between Lots 29 & 30 of Chalmer's 2nd Addition subdivision. A 155 foot buffer is required from the edge of OHWM of the Type 1 stream. No mitigation measures are proposed. Additional analysis of the proposal and its effect related to Surface Water is not necessary.
Groundwater: The UDC mapping indicates that the site is located within a SUSC & SAPA & COMM aquifer recharge area. The commercial expansion will rely on PUD water located approximately 300 feet to the west of the existing building. Therefore, no on-site ground water withdrawals are associated with this project.
Water Run-Off (including stormwater): As stated above under Earth, the proposal is not likely to result in signficant adverse impacts to Water based on the approved stormwater plan. No mitigation measures are proposed. Additional analysis of the proposal and its effects related to Water is not necessary.
PLANTS: Existing vegetation consists of grass, alder, maple, fir, cedar, and understory. Minor clearing is required for building and parking lot construction. Any vegetation not affected by construction activities will be preserved. No mitigation measures are proposed. Additional analysis of the proposal and its effects related to PLANTS is not necessary.
ANIMALS: An ESA GIS map check was conducted on February 1, 2002 and no threatened or endangered species have been identified. No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Animals is not necessary.
LAND/SHORELINE USE: The site is designated as General Commercial under the Jefferson County Comprehensive Plan Land Use Map. Chimacum Creek is adjacent to Lots 33 & 34. Lots 30 - 34 are designated as RR 1:5. The proposal is not located within a shoreline jurisdiction as all work associated with the commercial business will be located more than 200 feet west of Chimacum Creek and is not allowed to expand onto the residential lots of 30 -34. No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Land/Shoreline Use is not necessary.
HISTORICAL & CULTURAL PRESERVATION: No significant adverse environmental impacts have been identified. No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Historical and cultural Preservation is not necessary.
TRANSPORTATION: The site is served by SR 19 (Rhody Drive). There is no change in access as a result of the commercial expansion. The completed project may generate an additional 15 to 20 trips per day during normal business hours. SR 19 has specified turn lanes to businesses accessing the highway. No response was received from DOT. Therefore, it would appear from lack of response that SR 19 is adequate to serve the anticipated needs of the commercial expansion. No mitigation measures are recommended. Additional analysis of the proposal and its effects related to Transportation is not necessary.
PUBLIC SERVICES: No significant adverse envirommental

Wording
|

Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County.
